After soaring on the 'Standing Liberty Quarter' for 13 years, the Bald Eagle came to roost on the 'Washington Quarter' in 1932. This silver coin was issued until 1964, when it was changed to copper-nickel clad copper.
The eagle is clutching a bundle of arrows, presumably as a show of power. That may be an olive branch underneath, but I am not certain of that.
