This issue is for the Republic of Dagestan, featuring the Golden Eagle on its coat of arms. "Dağ" is Turkic for "mountain", therefore "Dagestan" means Land of Mountains. To the people of Dagestan, the eagle is the most revered bird and is a symbol of freedom and independence.
