This is an FAO issue coin. Above the cow is the legend 'Alimentos para el mundo' which translates to 'Food for the world'. (In this case beef. Or possibly just milk and cheese.)
The FAO coin was originally issued between 1978 and 1988. It replaced the nearly identical non-FAO version that was first issued in 1975 (KM153). in 1990, it was replaced with the smaller nickel-bronze piece (KM178).
