This coin is from 'The Russian Federation' series, a series of coins that started in 2005 with each celebrating a region of Russia.
This issue is for the Altai Republic in south-western Siberia. Actually, it is in the very centre of Asia.
That's a griffin on the Altai coat of arms (aka griffon, gryphon). However, after doing some deep diving on Google, I have come up empty-handed as to the significance.
