This is an FAO issue coin. Above the cow is the legend 'Alimentos para el mundo' which translates to 'Food for the world'. (In this case beef. Or possibly just milk and cheese.)
This brass-clad steel version was minted in 1996 only, and replaced the nickel brass version issued in 1990. A similar design previously appeared on two larger stainless steel coins between 1975 and 1988 (KM153, 167).
